I want to do an English camp, but my school won't give me time off/daikyuu. Why?
This is unfortunately a common issue for JHS ALTs.
Prefectural SHS ALTs are all employed by the same BOE, therefore if one SHS has an English camp other SHSs are more understanding when it comes to giving ALTs time off or daikyuu for doing it, as technically they are all working for the same "company".
However, with municipal ALTs you are all employed by different contracting organisations - the BOE in your town or city. They operate independently of each other and therefore are less likely to allow their ALTs to help out at a camp for another CO. To them it is like losing a worker to another company for a day and being asked to pay for it or allow them holiday to make up for it, with little return for their students.
However this doesn't always mean that you can't do it - if you would really like to attend an event at another school that you'll want time in lieu for you can always ask your school - if you present a strong enough case then they often agree. However if the organiser is another CO then they and the PA system are unable to help - it is entirely at the discretion of your school or CO.
