A 1-year membership is 300 yen (they give you a bunch of coupons when you sign up), and it's good all over Japan. The cost per hour covers use of everything in the place -- Internet, games, massage chairs, etc.

Himatsubushi
They do weekend and weekday deals if you want to pay in advance, and if you spend over say 2.5 hours or something they give you a voucher for a free half hour.

Cost: 1st hr./380 yen up front, plus 100 yen/additional 15 min., payed when you leave.
Location: Has a massive tall yellow sign saying 24 hr., etc. (in Japanese) on the main road through Kureha. From Toyama City, on your left, just after Kahma. Entrance is at the rear. Parking provided.
