Toyama City
Aprecio – A 1-year membership is 300 yen (they give you a bunch of coupons when you sign up), and it's good all over Japan. The cost per hour covers use of everything in the place -- Internet, games, massage chairs, etc.

Locations: There are two locations in Minami Toyama. The first is near the intersection of Route 359 and Rte. 41. The second is near Tenshoji in Minami, further to the northeast on Rte. 359, past the intersection with Rte. 3.

The CIC Library – You have to sign in every 30 minutes, and you need to have some form of ID -- anything is O.K.
Hours: 10am – 9pm daily
Cost: Free
Location: The 3rd floor of the CIC building, which is across from the south exit of Toyama Station. Look for the big CIC on the building.
Freaks – This is a full-service place with DVDs, food, a free drink, manga, massage chairs and more. Every Wednesday, ladies get 50% off. It is part of a chain that is all over Japan; check their website for other locations outside Toyama.

Location: In Minami Toyama (Yamamuro) on Route 359; it is down the street from the Yamada Denki and the Uniqlo.

Funky Time

I-port – They have TVs, PCs, Playstation 2s, massage chairs, reclining chairs, drink bar, and a theater room where groups can play games, watch TV and use the Internet.

Location: It’s near Sunshine 88 opposite the Shinkai building and Lawson’s. It is next to a petrol station where Tsutaya used to be. It looks like a pretty cool place.
Moku Moku – Not an Internet café as such, but rather a café with one computer with a fast connection. A nice place to chat and chill.
Hours: Open until 10pm, but will stay open if there are customers
Cost: Internet is free, but you must buy something from the café.
Location: Off Route 41 about six sets of traffic lights south of Toyama station.
Nonbiri-ya
Another manga café with private rooms and internet, DVDs and videos etc. Has a more “natural” interior than some of the other places.

Cost: 252yen/30mins, 74yen per additional 15. Special deals for over 3.5hours.
Location: On route 8 on the corner opposite Joyfull.
Seattle’s Best Coffee Shop – They offer free wireless service to their patrons.

Location: The ground floor of the CIC building, located across the street from the South exit of Toyama Station. Look for the big CIC on the building.
Shimin Plaza
Hours: Daily, 10am - 6pm (except public holidays)
Cost: decent for the speedy connection
Location: From the main (south) entrance of Toyama station, it is a 10-15 minute walk. Go straight down the street from Toyama station, passing CIC on the right and Mister Donuts on the left, until you come to the castle. Take a left at the road just after the ANA Hotel to your left. It is a big modern glass building. Go up to the second floor.
The Toyama International Center - The TIC has 2 computers available for 30 minutes a session when others are waiting. There is no sign-in, and usage is unlimited if no one is waiting.
Hours: M-F 9am - 9pm, Sat. 9am – 5 pm, closed Sunday & holidays
Cost: Free
Location: It is on the 4th floor of the Intec Building in Toyama City. Go out Toyama Station's NORTH exit. Go straight north (with your back to the station). At the second traffic light (including the one right in front of the station), take a right and the Intec building will be on your right-hand side. It is a huge building with ‘Intec’ on the front.

Location: 1st & 5th floors of the General Education Center. From Toyama Station, take the tram towards Toyama University. Get off at the first stop after crossing the bridge, and then turn left at the Toys R' US. Go straight until you get to the GEC on your left. (There is a high school across the street.)

WIP – This is a nice place, with private booths and public terminals, plus a free drink bar. You must be a member, but membership is free. Bring your gaijin card the first time you go.

Location: WIP is in the basement of the CIC building, which is across the street from the south (main) exit from Toyama Station. During the day you can get to the basement through the CIC; later at night you may have to use the underground entrance that connects with the station across the street.
